Abstract

Correspondence of the council secretary, Charles Foster, and site proposals presented to the council relating to the selection of a site for a new state institution for the mentally retarded. The council's legislative mandate (Extra Session Laws 1951 c3 s17) had referred only to a "mental institution," but Foster corresponded with several legislators who confirmed that an institution for mentally retarded children was intended.
